Dear mother of the late Jan (Maria) Mary- WEST has two sets of literature one for white suburban communities and one for Detroit's black communities. "He is a liar," she said. "I've been running for office for 20 years and have never race-baited. I don't question his blackness. I don't even mention his name." Collins had Tier council seat to fall back on when she ran for Congress in 1990.

If she loses this year, the 53-year-old politician would be out of elected office for the first time since 1970. A former Detroit school board member, she served as a state representative for eight years before being elected to the City Council in 1981. She held the council seat until being elected to Congress. She earned a reputation in Lansing as an aggressive legislator who championed the causes of poor and handicapped people, women and minorities. One of her bills barred employers from denying benefits to pregnant women; another outlawed sexual harassment in the workplace.

But her tenure on the council was marred by accusations that she took too many cues from the mayor. She rarely voted against his position on a major issue. Collins sponsored no successful legislation in her first term in Congress. But she secured $58 million in local transportation money, including $33 million for an emergency access road at Metro Airport and $20 million to study the feasibility of light-rail transportation on. She also wrote several bills that are still in committee. They include a bill that would establish 50 new Job Corps centers around the country and a bill that would give homemakers Social Security credit for work done at home. "I stand for economic development, job creation and rebuilding the infrastructure of America," Collins said. In his campaigns for mayor, Barrow had difficulty wooing a sizable black vote. After the 1989 race, he made allegations of electoral fraud, but a recount upheld Young's victory.

The six-member jury in the coroner's inquest said Officer James Blondin acted in self-defense when he shot and killed Joseph Padilla, 38. A spokesman for Padilla's family called the ruling a "joke." The incident began when Blondin was flagged down while on patrol and told a man was walking around naked. Witnesses said Padilla appeared to have a weapon in his hand that he was trying to slash Blondin with. Four shots were fired by Blondin while he was lying on the ground and Padilla was lunging toward him, according to witnesses who testified at the inquest. Saginaw County Prosecutor Michael Thomas said there will be no charges filed against Blondin.

Durant Waite Robinson 77, a former Princeton University professor and one of the world's leading authorities on Geoffrey Chaucer, died Sunday in Chapel Hill, N.C. Max Dupain, 81, regarded as the father of modern photography in Australia, died Monday in Sydney. JOHN DIETRICH, 90, a pioneer in the use of plastic molding in the electrical and automotive industries, died of complications from ulcers July 25 in Sebring, Fla. The former South Lyon resident founded Great Lakes Plastic. He was president of the Salem-based company, which makes custom moldings, until his retirement in 1968.

Mr. Dietrich, a charter member of the Society of Plastics Engineers, moved to Sarasota, shortly after he retired. Friday after 12 noon. Police excuse father in killing of son, 28 MT. CLEMENS Henry Perry, 61 of Mt. Clemens acted in self defense in the stabbing death of his son, Aubrey Perry, 28, Lt. Brian Krutell said Thursday.

Aubrey Perry, who had a history of mental illness, attacked his father with a frying pan on Wednesday. Henry Perry tried to fend off his son when he stabbed him in the abdomen. Aubrey Perry died at Mt. Clemens General Hospital. The Macomb County Prosecutor's Office ruled the death a justifiable homicide.
